is that batiste or netting over the entire piece?

No - neither, or rather - nothing is over the piece! It looks like that because it is a photo copy of an original collage onto fabric. I created a "collage" first of fabric & paper on top of muslin via instructions I got from my friend Frieda Oxenham. Then I took my original which was rough & stiff from the matte medium I used and COPIED it onto another piece of fabric - more here:

did you see the accordion book article in the july/aug '07 cloth paper scissors? one of the books has a similar look but they stitched bastiste (some with embroidered edges) over paper collages
